Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Context:
The 2015 electoral process led thousands of Burundian to flee abroad, including approximately 250,000 Burundians registering as refugees in neighbouring countries as of March 2016 (Source: UNHCR). IOM DTM assessments initiated in October 2015 in Kirundo, Makamba as well as later on implemented in Rutana province, confirmed the presence of 25,294 IDPs in those 3 provinces in March 2016.
Additionally to the socio-political situation, Burundi entered into a rainy season that is expected
to be extremely heavy due to the El Nino climate event. It is estimated that up to 90,000 persons could be affected. Since the rainy season started, already more than 5,500 houses have been destroyed.
In light of this situation and its capacity in country, IOM is assuming the role of shelter/NFI &
CCCM sector co-lead with UNHCR and has secured funding to respond to the urgent needs of
affected population. As a result, the Mission’s Emergency and Post Crisis unit is growing and
consequently in need of expanded support.
Core Functions / Responsibilities:
Under the overall supervision of the Chief of Mission and the direct supervision of the
Emergency coordinator, the selected candidate will be responsible of the following activities:
  1. Design and Develop IOM’s shelter and NFI strategies in Burundi in close coordination with the Shelter/NFI & CCCM sectors, relevant Government counterparts, beneficiary communities ensuring that women and girl can participate equally and meaningfully in the process.
  2. Plan, develop, and supervise all Shelter/NFI activities in Burundi in collaboration with relevant IOM units, head of sub offices and field staff, to ensure efficient and timely implementation of these projects, in accordance with IOM and shelter/NFI and CCCM cluster standards and guidelines.
  3. Supervise the administrative, financial, and other related activities of the Programme, including: a) Monitoring the financial management for the Programme; b) Maintaining appropriate internal controls and development and implementation of relevant control systems; c) Enforce IOM’s administrative, logistical and human resources policies and practices within the program team;
  4. Ensure that all supportive documents for the projects (assessment, beneficiary registration, distribution list, payment records, etc.) are recorded in the shelter database.
  5. Design and monitor feedback and complaint mechanism(s) to ensure that both the affected, displaced and host community members feel safe to report confidentially about SEA, GBV incidents or about quality of services, needs and gaps in IOM’s assistance.
  6. Ensure the integration of cross-cutting issues such as gender, age and diversity are considered and influence the design of IOM shelter/NFI response as required.
  7. As IOM sector lead to the shelter/NFI sector, engage closely and provide input and technical support to the sector as required, including but not limited to developing standards/guidelines and involvement with the various Technical Working Groups.
  8. Ensure appropriate coordination with all humanitarian partners (including UN agencies, national and international NGOs, the Red Cross Movement, and other international organizations), as well as with national authorities, civil society actors and local structures.
  9. In coordination with the Emergency coordinator, the Chief of Mission and other relevant colleagues in the mission, develop resource mobilization strategy for the shelter and NFI programme and engage with donors and private sector for this purpose. Provide input for the development of new programming as required.
  10. Responsible for programme reporting and provide regular input for donor updates, donor reports, newsletters, etc as needed. Monitor the impact of IOM ES/NFI activities on affected and displaced population and host community’s perception of their level of security and/or exposition to GBV related risks.
  11. Recruit, train and supervise programme staff throughout the different phases of the programme cycle.
  12. Coach, support and oversee the performance of the field office staff assigned to the shelter/NFI programme.
  13. Undertake duty travel as required, for project site review and other duties of concern to the project.
  14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree from an accredited academic institution preferably in Development, Civil Engineering, Architecture, Urban Planning and/or Social Sciences or, alternatively or an equivalent combination of training and experience in field of operations and logistics preferably in natural disaster or post conflict situations; or
  • University degree in the above fields with three years (or five years for candidates holding a first level university degree) of operational and extensive field experience in program development, implementation and evaluation.
Experience
  • Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management (previous experience with IOM Shelter Programme an advantage);
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
  • Experience in one of the organizations of the UN Common System and field experience are a distinct advantage, good knowledge of inter-agency and cluster processes; broad sector knowledge and/or field experience in the areas of re-construction and community mobilization; familiarity with the region an asset;
  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding;
Languages
Fluency in English and French is required. Working knowledge of Kirundi or Swahili is an
advantage.
