Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Context:
The 2015 electoral process led thousands of Burundian to flee abroad, including approximately
250,000 Burundians registering as refugees in neighbouring countries as of March 2016
(Source: UNHCR). IOM Displacement Tracking Matrix (DTM) assessments initiated in October
2015 in Kirundo, Makamba as well as later on implemented in Rutana province, confirmed the
presence of 25,294IDPs in those 3 provinces in March 2016.
Additionally to the socio-political situation, Burundi entered into a rainy season that is expected
to be extremely heavy due to the El Nino climate event. It is estimated that up to 90,000 persons
could be affected. Since the rainy season started, already more than 5,500 houses have been
destroyed.
In light of this situation and its capacity in country, IOM has secured funding to respond to the
urgent needs of affected population and to scale up its displacement tracking activities. As a
result, the Mission’s DTM team is growing and consequently in need of expanded support.
Core Functions / Responsibilities:
Under the overall supervision of the Chief of Mission and the direct supervision of the
Emergency coordinator, the selected candidate will be responsible of the following activities:
  1. Manage the overall Displacement Tracking Matrix (DTM) Programme in the country including administrative, financial, and other related activities.
  2. Supervise and manage the activities and the development of a country wide strategy of the data management and other relevant operations.
  3. Establish and supervise field assessment with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required. Ensure age and sex disaggregation of data at all stage of the information management cycle.
  4. Provide technical guidance to governmental counterparts, NGOs and other local partners to gather timely information about IDPs movements, and any other source of data required.
  5. Be responsible for the production of all the required reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.
  6. Develop, manage, implement, fund-raise for and report on DTM-related projects and programmes.
  7. Mainstream protection indicators and triggers in the DTM to enhance IOM and its partners’ capacity to identify and prioritize protection needs.
  8. Ensure that field staffs have access to and know the referral pathway assisting GBV survivors.
  9. Regularly monitor, propose, and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
  10. Manage programme staff, prepare and organize training for staff on project activities on a regular basis.
  11. Supervise Information Management operational and technical aspects.
  12. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.
  13. Liaise and represent IOM at meetings and events where these programmes are being discussed.
  14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with three years of relevant professional experience; or
  • University degree in the above fields with five years of relevant professional experience.
    Experience
  • Experience in humanitarian emergencies;
  • Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management;
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
  • Experience in one of the organizations of the UN Common System and field experience are a distinct advantage, good knowledge of inter-agency and cluster processes;
  • Familiarity with the region an asset;
  • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding;
Languages
Fluency in English and French is required. Working knowledge of Kirundi or Swahili is an
advantage.
