Education Monitoring and Evaluation Coordinator : Bujumbura, Burundi

Position Overview
The Monitoring and Evaluation Coordinator will lead the implementation of monitoring and evaluations for local preschool classes, grades 1-9, and after-school enrichment programming. While expected to develop M&E tools and conduct trainings on the use of these tools, the responsibilities also include advocacy and community engagement to foster local support for education. The Coordinator will work in tandem with the Education Program Manager to assist in project management and maintain external relations with national and international organizations, academics, and students.
The Monitoring and Evaluation Education Coordinator is expected to be proactive and motivated with a long-term (minimum 2-year) commitment to living in Kigutu, Burundi. While the position is rooted in the education program, the position requires coordination with all programming and functional departments of VHW including the health, economic development, and food security programs.
Responsibilities Relating to Monitoring and Evaluation
  • Lead planning and implementation of programming needs assessments (i.e., curriculum, pedagogy, resources, capacity building, school policies etc.)
    • Ensure results data is documented, reliable, and used to improve education delivery, track donor funding, and support organizational programming
  • Design effective and appropriate data collection tools and methodologies for M&E
    • Lead routine monitoring of all program activities
    • Support design and implementation of internal evaluations and project assessments with relevant program staff such as education program heads and school teachers
    • Lead evaluations of the effectiveness of program interventions, ensuring that activities are effective and results are actionable and easily communicated
  • Lead development and implementation of education-related M&E databases to provide more complex data management
    • Collaborate with current Kigutu-based M&E team
    • Conduct statistical and qualitative data analysis and present and disseminate information to Kigutu and NY-based teams to inform program management and donor funding
    • Analyze and translate data into recommendations to donors for new strategies, funding, etc.
  • Conduct training for Kigutu-based education program staff and teachers regarding M&E priorities and quality standards
    • Support staff in properly documenting, organizing and capturing program progress
    • Create tools to increase institutional learning and disseminate lessons learned
  • Support external relations committee with the development of logical frameworks, monitoring and evaluation frameworks, and project design
    • Maintain regular communication with NY-based team and other external and potential partners
Responsibilities Relating to Community Engagement
  • Work closely with Kigutu-based community engagement team to develop action plan for students’ right to education and parents’ involvement in school activities
    • Support identification of vulnerable families and develop action plan for sustainably supporting them in collaboration with other programs at VHW such as economic development and food security
    • Support community engagement team in raising awareness of importance of children’s education as well as other aspects of VHW’s mission, i.e. nutrition, health, food security, etc.
  • Support Education Program Manager in developing and implementing child-friendly school policies and guidelines
    • Train school leadership and teachers in specifics of each policy
  • Participate in school committee meetings with local community leaders, teachers, and school parents
Qualifications
  • Advanced university degree in education research, development, international education, or related field
  • Demonstrated technical skills in project management cycle and monitoring and evaluation techniques
  • Excellent written and oral communication skills
  • Knowledge of French, Kirundi
  • Experience with STATA, SPSS, or other data management programs
  • At least 2 years experience in sub-Saharan Africa preferred
  • Long-term commitment to relocate to Kigutu, Burundi
Compensation: Commensurate with experience; competitive full benefit package provided.
