Technical director

Chemonics seeks a technical director for the USAID Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project in Burundi. GHSC-PSM works to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President's Emergency Plan for AIDS Relief, the President's Malaria Initiative, and Population and Reproductive Health. It manages a wide array of health commodity procurement services and provides related systems-strengthening technical assistance encompassing all elements of a comprehensive supply chain. Technical director will manage a team to ensure proper storage, quality assurance, and delivery of health commodities in country. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Ensure maintenance of the supply chain during the project's transition period
  • As a member of the senior management team, work with the country director to develop strategic direction for the PSM-supported supply chain
  • Manage relationships and oversee contractual performance of all vendors and warehousing and distribution providers related to the PSM-supported supply chain
  • Oversee management of the PSM-supported supply chain for health commodities to increase availability and access to life-saving drugs, ensuring proper storage, quality assurance, and timely distribution of health commodities to facilities to eliminate stockouts and reduce inefficiencies
  • Strengthen central-level warehousing and distribution planning for building the capacity of central and regional levels to manage lower level supply chain through regular supervisory visits to lower levels, annual peer review meetings among supply chain actors, and regular reports shared with relevant stakeholders
  • Support the country director in analyzing, identifying, and implementing process improvements to reduce cost and decrease delivery time along the supply chain
  • Train, mentor, and manage the performance of assigned logistics, procurement, and systems strengthening staff
  • Provide oversight for conducting assessments to understand storage capacity requirements at various levels in the supply chain
  • Ensure that national quantification reviews are completed for various health commodities
  • Provide oversight and technical guidance required to develop and implement modalities for tracking availability and movement of program commodities in and out of warehouses
  • Ensure that the technical team establishes partnerships to coordinate the distribution of health commodities from contracted central warehouses to district health facilities
  • Ensure preparation and dissemination of regular stock status reports
  • Build a culture of integrity with the team based on Chemonics' "Living Our Values" principles
Qualifications:
  • Bachelor's degree required; advanced degree in health, supply chain, management, or a related field preferred
  • Minimum five years of experience managing large-scale supply chain projects years
  • Strong skills in procurement/subcontracting, monitoring and evaluation systems, compliance, and financial management
  • Experience in supply chain management with a focus on supply chain design
  • Demonstrated ability to manage and implement complex USAID-funded public health programs in a developing country context
  • Experience successfully managing large teams and ensuring the quality and timeliness of their products
  • Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
