Shelter/NFI programme manager , Bujumbura , Burundi


IOM is assuming the role of shelter/NFI & CCCM sector co-lead as well as providing assistance in shelter/NFI and has secured funding to respond to the urgent needs of affected population. As a result, the Mission is in need of expanded support. Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency coordinator, the selected candidate will be responsible of the following activities:
  • Design and Develop IOM’s shelter and NFI strategies in Burundi in close coordination with the ES/NFI & CCCM sectors, relevant Government counterparts, beneficiary communities ensuring that women and girl can participate equally and meaningfully in the process.
  • Plan, develop, and supervise all Shelter/NFI activities in Burundi in collaboration with relevant IOM units, head of sub offices and field staff, to ensure efficient and timely implementation of these projects, in accordance with IOM and shelter/NFI and CCCM cluster standards and guidelines.
  • Supervise the administrative, financial, and other related activities of the Programme, including:
a)Monitoring the financial management for the Programme;
b)Maintaining appropriate internal controls and development and implementation of relevant control systems;
c)Enforce IOM’s administrative, logistical and human resources policies and practices within the program team;
  • Ensure that all supportive documents for the projects (assessment, beneficiary registration, distribution list, payment records, etc.) are recorded in the shelter database.
  • Design and monitor feedback and complaint mechanism(s) to ensure that both the affected, displaced and host community members feel safe to report confidentially about SEA, GBV incidents or about quality of services, needs and gaps in IOM’s assistance.
  • Ensure the integration of cross-cutting issues such as gender, age and diversity are considered and influence the design of IOM shelter/NFI response as required.
  • As IOM sector lead to the shelter/NFI sector, engage closely and provide input and technical support to the sector as required, including but not limited to developing standards/guidelines and involvement with the various Technical Working Groups.
  • Ensure appropriate coordination with all humanitarian partners (including UN agencies, national and international NGOs, the Red Cross Movement, and other international organizations), as well as with national authorities, civil society actors and local structures.
  • In coordination with the Emergency coordinator and other relevant colleagues in the mission develop resource mobilization strategy for the shelter and NFI programme and engage with donors and private sector for this purpose. Provide input for the development of new programming as required.
  • Responsible for programme reporting and provide regular input for donor updates, donor reports, newsletters, etc as needed. Monitor the impact of IOM ES/NFI activities on affected and displaced population and host community’s perception of their level of security and/or exposition to GBV related risks.
  • Recruit, train and supervise programme staff throughout the different phases of the programme cycle.
  • Coach, support and oversee the performance of the field office staff assigned to the shelter/NFI programme.
  • Undertake duty travel as required, for project site review and other duties of concern to the project.
  • Perform any other duties that might be assigned.
