SUMMARY:
Counterpart International is currently seeking a Chief of Party for Phase II of a 13 month USAID-funded peacebuilding project aimed at strengthening the capacity of targeted Civil Society Organizations (CSOs) to prevent violence among at-risk youth in the post-2015 election period in Burundi. The project is working with Burundian civil society, particularly marginalized communities such as women and youth, to provide positive and constructive opportunities for Burundian youth as an alternative to violence and to support youth-led peace-building and violence prevention efforts. The Chief of Party will provide vision and technical leadership on issues of Organizational Capacity Development (OCD), economic opportunities, and youth engagement. S/he will provide financial and administrative oversight and day-to-day management and implementation of the project. The Chief of Party will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications.
This is a full time, 10-month position based in Burundi. This position will report to the Regional Director of Africa, based at Counterpart’s Headquarter in Arlington, Virginia.
DUTIES AND RESPONSIBILITIES:
• Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with USAID requirements and regulations, and Counterpart policies and procedures.
• Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and USAID.
• Liaise as needed, with the USAID/Burundi mission, civil society organizations, local government officials, and other local partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
• Manage and supervise the work of 14 national staff, subcontractors, and grantees, with a focus on achieving work plan targets and core results in a timely manner.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff
• Oversee field office finances and administration of sub-contracts.
• Ensure that all project assistance is technically sound and appropriate.
• Coordinate activities between the field office and Counterpart headquarters.
• Lead the development and submission of project reporting to Counterpart headquarters and USAID.
• Regional third-country nationals are highly encouraged to apply.
Requirements QUALIFICATIONS:
• Master’s degree in social sciences, community development, communications, business, international development, and/or other related field.
• Minimum eight years progressively responsible management experience, with significant experience administering donor-funded programs in the areas of OCD, violence prevention, peace-building or youth.
• Minimum five years of experience working on in Africa, particular in Burundi. Strong past experience working with civil society and established contacts with networks of community based organizations in Burundi is a plus.
• Proven leadership, management and decision-making skills. Demonstrated capacity to successfully lead and operate in similar conflict settings.
• Demonstrated understanding of USAID rules and regulations and mandatory reporting requirements.
• Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial requirements of the program and to effectively carry out critical coordination and oversight of a wide range of stakeholders.
• Experience with gender integration a plus.
• Strong English and French fluency are required.
