Established in 1951, IOM is the leading inter-governmental organization in the field of migration

Context:
Background:
In recent years, Burundi has been affected by different crisis, including the recent situation
induced by the of the election cycle of 2015. Various events have ensued leading to many
movement populations, including internal displacement and several waves of return/expulsions
of populations who had sought refuge in neighboring country. At the end of 2015, the situation in
the country remains significantly precarious with many internally displaced, returns of vulnerable
refugees and migrants mostly from Tanzania, a general impoverishment of the local
communities and overstretched host communities who provide assistance to the IDPs.
IOM Burundi, in coordination with the Ministry of Interior (MoI), Ministry of Social Welfare, and
Ministry of Health (MINISANTE), and in collaboration with UN agencies, Red Cross and NGOs,
intends to support Burundi’s peaceful transition from an emergency to a development phase
through community stabilization project funded by the European Union (EU). The projects aims
to promote cohesion activities provide economic opportunities, as well as increase access to
health service for the target community. The project will starts in January 2016and be
implemented in four (4) border provinces.
Context:
Under the overall supervision of the Chief of Mission in Burundi and in coordination with the
other colleagues in IOM Burundi, the successful candidate will be responsible for contributing to
the implementation of the EU-funded project, which includes Social cohesion activities, IGA
(Income Generating Activities) and improved access to medical service in four target provinces.
The post is based in Bujumbura with frequent missions to the field.
Core Functions / Responsibilities:
  1. Monitor the administrative and financial management of the project including the supervision
    of a dedicated team of Project Assistants. Review the technical aspects of the project and
    propose action to resolve issues.
  2. In coordination with the Government partners such as Ministry of Interior, Ministry of Health
    and Ministry of Social Welfare, provide technical guidance and direction to the government
    officials.
  3. Ensure that project activities in the areas of social cohesion, economic opportunities, and
    enhancement of health service in target provinces in Burundi are conducted in a timely and
    professional manner in line with the project work-plan and in full coordination with national and
    local authorities as well as other partners.
  4. Work closely with the Red Cross, UN agencies and NGOs in addition to the key ministries in
    integrating community in the development and implementation of project activities; identify
    potential opportunities and partnerships with other actors (national and international) at the
    technical and operational levels.
  5. Coordinate with local authorities to facilitate the participation of local communities in the
    planning and implementation of activities. Undertake periodic reviews of project activities to
    assess effectiveness, efficiency, achievement of results and compliance with procedures.
  6. Develop monitoring and evaluation criteria for all aspects of the project and follow-up
    mechanisms. Develop recommendations based on past reintegration programmes’ experiences,
    on on-going activities, as well as lessons learnt and any modifications to implementation
    strategies and arrangements with partners.
  7. Draft portions of project monthly narrative and financial progress and interim & final reports in
    coordination with Emergency Officer to be approved by the Chief of Mission to share with the
    donor.
  8. Develop and maintain regular contacts with UN agencies, the donor, and keep them updated
    in regards to project activities.
  9. Participate in relevant meetings as necessary.
  10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies,
International Relations, Law or a related field from an accredited academic institution with two
years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Operational and field experience in Project Management in the area of government capacity
building, return, reintegration and/or recovery in post-conflict situation;
• Experience in the field of emergency response including operational and field experience, IOM
project development, monitoring and evaluation, and management;
• Substantial experience in emergency and post-crisis environments, community mobilization,
humanitarian assistance, human rights;
• Demonstrated expertise in the thematic area such as DTM and reintegration programme,
livelihood programme;
• Experience in liaising with governmental authorities, other national/international institutions;
• Demonstrates good knowledge of UN, IOM and NGO mandates and programmes in the
humanitarian responses, IDPs, post conflict construction and development;
• Work experience in Burundi is an advantage.
Languages
Fluency in English and French is required. Working knowledge of Swahili is an advantage.
