Background

The political and security situation in Burundi has significantly deteriorated since the contested parliamentary and presidential elections in 2015 and the inauguration of President Nkurunziza for his third term, leading to a political impasse between the government and the opposition. This political impasse has been marked by an attempted coup, increased violence, gross human rights violations and a series of targeted retaliation killings, with several political figures affiliated to the regime and the opposition being assassinated.

On 21 January 2016, the UN Security Council conducted a second mission to Burundi (the first one was in March 2015) to engage the authorities in a discussion around a genuine dialogue process and the need to accept the presence of African Union peacekeepers. While the visit did not result in any immediate agreement, President Nkurunziza subsequently wrote to the Security Council and sought cooperation from the United Nations on the issues of national dialogue, human rights, security sector reform, disarmament, community security and development, amongst other areas. The Security Council is yet to pronounce itself on the request but the presence of the Secretary-General's Special Advisor on Conflict Prevention, USG Jamal Benomar and his team, bodes well for a broader political engagement on behalf of the United Nations.

The politico-security crisis is also having important humanitarian impacts and the Humanitarian Country Team has recently elaborated the Humanitarian Need Overview and will officially launch the Humanitarian Response Planat the end of March. At a briefing in Nairobi on 8 of March, the donors highlighted the needs to ensure that the humanitarian action fits into a larger development agenda in order to keep the development dividends gained since 2005.

As a result, the UN configuration is changing quickly with the opening of an OCHA office, the strengthening of OHCHR and the deployment of USG Benomar Special Advisory Team. In the absence of a Special Political Mission or Peacekeeping Operation, the RC Office is playing a central role in country in UN coordination in various agenda (Humanitarian, Development, Peacebuilding, Security and Political). The RC and his office are called upon to provide strategic direction to the UN and to ensure a coherent UN response in a very complex landscape. The RC is supported by an Early Recovery Advisor (P4 level-SURGE) and a Peace and Development Advisor (P5 level) and two National staff for planning and coordination (NOC and NOB) and 2 GS staff but the capacity remains on the weak side.
