War Child Holland (WCH) has been working in Burundi since 2008, and is currently implementing integrated psychosocial, child protection and education programming. With both a community based and child rights approach our programmes place an emphasis on creative methodology.
In a context affected by violence and political tensions, WCH currently operates in Bujumbura Rural, Bujumbura Mairie, Bubanza, Cibitoke and Bururi/Rumonge provinces. Your challenge
You will ensure that quality projects, which are responsive to priority needs, are developed and implemented in an effective manner in line with WCH’s mandate. You support and build capacity of WCH’s national staff and local partners
You are the technical/content advisor to the Country Director (CD) and the Provincial Coordinators (PC). You are a member of the Country Management Team (CMT) and you report to the CD. You manage the programme development team.
Your tasks and responsibilities
You will ensure that quality projects, which are responsive to priority needs, are developed and implemented in an effective manner in line with WCH’s mandate. You support and build capacity of WCH’s national staff and local partners

Your tasks and responsibilities
- Realisation of WCH’s country programme
• Through the planning, monitoring and evaluation of programme implementation in cooperation with the PCs you are responsible for the technical quality of the programme;
• Responsible for monitoring partners’ programme implementation and reporting to the CMT on partner compliance;
• Leads the development of the programming component of the country strategy, advising the CD on content, development and implementation;
• Responsible for the writing of project proposals and reports;
• Requests technical support and proposes programme strategy to technical advisors at HQ;
• Supports the CD in identifying donors;
• Leads or actively contributes to proposal development in cooperation with local partners and HQ. - Capacity building staff & local partners
• Develops training manuals (with support of the technical advisors at HQ) for WCH staff and partners to support the implementation of the programme;
• Carries out trainings and individual coaching for programme staff and local partners;
• Ensures the quality of trainings delivered by the staff and partners through the provision of coaching;
• Provides inputs to the CD for performance appraisals of the implementing programme staff. - Human Resource Management
• Adheres to guidelines on human resource management, administration & policies;
• Manages programme department staff by guiding, coaching, instructing, and motivating;
• Prepares terms of references for, is involved in and advises the CD/CMT on the recruitment of programme staff;
• Conducts appraisals and feedback; team development and discusses career perspectives with programme staff;
• Reports to the CMT on HR issues within his/her department. - Maintain network of contacts/ representation
• Ensures appropriate communication and information sharing within the programme team;
• Develops and maintains productive relationships with local government, UN agencies, other NGOs; donors and communities, among others through representing War Child in coordination platforms;
• Acts as Focal Point for programme and Grant Management coordination with HO;
• Supports the CD for donor visits and in presenting the WCH Programme. - Supports sound financial and human resource management • Assists in the preparation of budgets and in the follow up of budget control;
• Draws to the attention of the CMT relevant issues in financial management.
Profile
• Five years of field experience in programme development and implementation, preferably in both humanitarian and development contexts;
• Good analytical and problem solving skills;
• Ability to work in an unstable context;
• Relevant academic background (Psychology, Pedagogy, Community Development, Social Sciences);
• Knowledge of child protection, psychosocial programmes and community development work, preferably in both development and emergency contexts;
• Knowledge of participatory assessment and community based programming;
• Knowledge of quantitative and qualitative monitoring & evaluation tools;
• Proven proposal and report writing skills;
• Experience in management, training and capacity building of senior and junior staff;
• Understanding of finance and HR tools & systems;
• Excellent French and English;
• Affinity with WCH’s mandate.
