Final evaluation of the « Peace Beyond Borders » programme of Oxfam

Oxfam Novib is a world-wide development organization that mobilizes the power of people against poverty. Since July 2012 Oxfam Novib implements the Peace Beyond Borders programme. The program executes a Regional Roadmap to Peace across a number of provinces in Burundi, DRC and Rwanda to address the root causes and consequences of conflicts. The Roadmap, following a conflict transformation approach, is anchored in an analysis of the inter-related problems related to amongst others bad governance, manipulation of identities, armed groups, access to land, and limited economic opportunities. To achieve lasting results, the Roadmap capitalizes on restored trust relations, cooperation, and commitment between the multiple stakeholders across the region that are involved in or affected by issues around land and governance. It is for this programme that Oxfam seeks a (team of) :

Consultant(s) to conduct the final evaluation of the « Peace Beyond Borders » programme The (team of) consultant(s) will be responsible to conduct the final evaluation from its preparatory phase until completion of the final report. Interested candidates are invited to submit their expression of interest.

The expression of interest (in French or English) shall include:

• A motivation letter which also indicates the availability of the consultant(s) to conduct the evaluation in the foreseen period (fieldwork in May 2016, detailed calendar in ToR);
• CV(s) of consultant(s) proposed for the evaluation, including names and contacts of references
• A technical and financial proposal
