EMERGENCY COORDINATOR - AFRICAN GREAT LAKES REGION


CARE is seeking an Emergency Coordinator to provide support to CARE Country Offices in the African Great Lakes region on emergency preparedness and response. The position is a six (6) month short-term contract targeted to start June 1, 2016 and ending December 31, 2016. The selected incumbent can be based in Burundi, DRC, Rwanda, or Uganda.
Responsibilities
  • Monitor the humanitarian situation - in coordination with Country Offices, collect and compile information on the context and humanitarian needs;
  • Facilitate/lead the emergency preparedness process in each CO - in coordination with the Assistant Country Director (ACD) program or Emergency Coordinator, ensure that each CO has an updated Emergency Preparedness Plan;
  • Identify with the CO the need in terms of capacity building and take action accordingly - based on the capacity assessment of the CO, propose training or other capacity building initiative;
  • During a humanitarian crisis, take part in the decision making process for potential response - the Great Lakes Emergency Coordinator is a member of the Emergency Response Team of each CO;
  • Monitor the humanitarian response of the COs through regular field visits and CARE International (CI) reporting tools- for each humanitarian project, ensure that the CO uses the appropriate monitoring system in line with CI standards;
  • Relation with the Regional Emergency Coordinator for East and Central Africa (REC ECA) - work closely with the REC ECA on the definition of the priorities for the Great Lake.
Qualifications
  • University degree, or combination of qualifications and experience in a relevant field;
  • At minimum five (5)years’ experience in humanitarian preparedness, risk reduction and response;
  • Experience and program design, management, implementation, monitoring and evaluation, including Sphere standards, donor relations, security and protection considerations;
  • Experience in scale-up emergency response;
  • Experience in the African Great Lakes region;
  • Excellent training, coaching and mentoring skills;
  • High level of writing and communications skills;
  • Willingness to spend high proportion of time travelling away from home (approx. 50%) and be deployed with limited notice period;
  • Fluent English and French language skills.
