Consultancy service for developing a case study for WACDEP Interventions in Lake Cyohoha catchment, Bugesera Region, Burundi

1. Background

The Global Water Partnership (GWP) is an international network created to foster an integrated approach to water resources management (IWRM). Its vision is for a water secure world. GWP offers practical advice for sustainably managing water resources.

GWP was established in 1996 with the goal of promoting and implementing Integrated Water Resources Management (IWRM) through the development of a worldwide network that could pull together financial, technical, policy and human resources to address the critical issues of sustainable water resources management. This comprehensive partnership identifies critical knowledge needs at global, regional and national levels, helps design programs for meeting these needs, and serves as a mechanism for alliance building and information exchange on IWRM. The GWP has built up a network of Regional Partnerships in Central America, Central and Eastern Europe, Central Asia and Caucasus, China, Mediterranean, Pacific, South America, South Asia, Southeast Asia, Central Africa, Southern Africa, West Africa and Eastern Africa.

Global Water Partnership in Eastern Africa (GWP EA) is one of the regions that promote the concept and implementation of IWRM as a vital approach to managing water resources. It was launched in November 2003 and is hosted by the Nile Basin Initiative Secretariat in Entebbe, Uganda. Currently the region has nine Country Water Partnerships (CWPs) in Burundi, Egypt, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan and Uganda. South Sudan and Djibouti are expected to join the regional partnership soon.

CWPs are neutral, multi-stakeholder platforms for dialogue and facilitating change processes, facilitating the implementation of the principles of IWRM instrumental in facilitating the development of national IWRM Plans, piloting IWRM at local levels and contributing to countries preparedness to drought. They bring together Government Ministries, Departments and Agencies, Civil Society, Private Companies, and Academia These CWPs are important platforms to facilitate coordination and dialogue among various stakeholders, and among different programs/initiatives.

In November 2010, during the 3rd Africa Water Week, the extra-ordinary session of the African Ministers’ Council on Water (AMCOW) adopted a decision recommending that the GWP and partners operationalize the Water, Climate and Development Programme (WACDEP). The programme was developed as response to the January 2009 AMCOW request for GWP to support the implementation of the 2008 African Union Sharm el-Sheikh Declaration on Water and Sanitation.

The WACDEP aims to integrate water security and climate resilience in development planning processes, build climate resilience and support countries to adapt to a new climate regime through increased investments in water security.

WACDEP is being implemented in eight countries: Ghana, Burkina Faso, Cameroon, Mozambique, Zimbabwe, Burundi, Rwanda and Tunisia; and four river basins: Volta Basin, Lake Chad, Lake Victoria-Kagera, and Limpopo Basin.

In Eastern Africa, the program is implemented at different levels, trans-boundary river basin-Kagera, country- Burundi and Rwanda, and catchment/community-Lake Cyohoha trans-boundary catchment in Bugesera region shared between Burundi and Rwanda.

Within the framework of the implementation of its activities, GWPEA/WACDEP is seeking a consultant to help documenting the results and developing case studies from the implementation of WACDEP in Lake Cyohoha catchment on Burundi side.

This TOR is thus developed to guide the consultancy service mentioned above.

2. Objectives

The main objective of this consultancy is to help GWPEA in tracking, documenting and profiling the results/lessons from WACDEP Interventions through case study to facilitate learning and scaling-up of similar activities that will enhance water security and climate resilience in the eastern African region.

3. Scope of the work

The scope of the consultancy service shall include tracking, documenting, showcasing and profiling the interventions of WACDEP programme in Bugesera Region in Burundi from its beginning, course of implantation and its socio-economic impact on the livelihood of beneficiaries at national and local levels

4. Tasks to be performed

The consultant will perform the following tasks:

§ Review the WACDEP relevant documents and reports available at GWPEA

§ Hold discussion with GWPEA on key aspects for documentation, and on tentative areas for case study development

§ Visit to the Lake Cyohoha catchment in Bugesera region in Burundi for site visit and collect more evidenced data and information from field and stakeholders,

§ Interview a wider range of beneficiaries of WACDEP including local leaders, communities, trainees and other stakeholders (maximum 5 days);

§ Produce slideshows and video products demonstrating a series of WACDEP activities, best practices, challenges, opportunities and lessons learned to serve for communicational and knowledge management purposes;

§ Facilitate a stakeholders’ workshop to review and validate the document/case study

§ Synthetize a brief WACDEP profile outlook featuring major outputs, impact and positive results achieved by WACDEP;

§ Finalize and submit a comprehensive WACDEP case study document

The documentation and development of a case study should address the issues below:**

§ The problems/challenges that have led to the WACDEP interventions

§ The actions / interventions undertaken to address the problem covering the following issues:

§ Decisions and interventions undertaken at the start-up. What were the objectives, who took the leadership, role in the definition of objectives, who was involved in defining the objectives? What was the succession of decisions during project implementation?

§ Actions taken, instruments used stakeholders (Public, private and associations) and their roles.

§ Alternatives considered, how were the actions selected, information and the methods used

The outcomes of WACDEP interventions.

This section will describe what happened as a result of WACDEP interventions undertaken in Bugesera– and examine what were the underlying reasons. Some of the possible questions could be:

o What were the problems before the beginning of WACDEP, Major WACDEP achievements, Challenges encountered during the implementation phase? How were they overcome? What problems still exist? Why they have not been solved?

o Were the project objectives achieved? What were the results obtained: quantitative and qualitative results (such as; improvement of ecosystems, water quality and peoples livelihood; financial sustainability of the water delivery systems; or social improvements?

o What was the impact of WACDEP interventions: for example, on policies at national level? human, technical, and community capacity building;

o Level of partnership and awareness raising

o Who were the winners and losers as a consequence of WACDEP Programme?

o Sustainability – will the changes described continue to be effective? Financial, institutional, technical strengths and weaknesses

o Resources used in the actions (How were resources obtained, level of cost recovery, level of dependency on external resources of the investment phase and the Operation phase of the initiative.

The lessons learned and reliability.

This section will describe how WACDEP experience and lessons can be replicated elsewhere.

The key questions are:

o What are the most important lessons from WACDEP that might be useful for other countries and for policy implementation in areas of water, climate, energy or environment?

o Does this case have relevance in other places? Does it have wider relevance?

o Importance and relevance of the case for IWRM and climate resilience

5. Duration of the Task

The duration for this short term consultancy work will be for 21 working days commencing from the date of signature of the contract and the tasks will be completed by the 15th June 2016.

6. Supervision, Reporting and Deliverables

The Consultant shall report to the GWPEA Regional secretariat, specifically to the Regional Program Manager. He/She will be supervised by the Regional Program Manager.The following deliverables are expected from the consultant:

§ An inception report detailing the consultants understanding of the task, methodology, approaches and tools for the assignment;

§ A report on field visit coupled with photographs and video of interview and meetings with a wider range of stakeholders ( at national, local and community levels) , onsite activities captured and safely stored using appropriate Management Information System tools / software for easy retrieval and use by GWP Eastern Africa and other stakeholders;

§ A synthesized and complete documentation of a case study report in soft copy (editable version) of maximum 40 pages by email in Microsoft word –New Times Roman font 12

§ At least eight (8) high resolution pictures or photographs from the project. Graphic units need to be kept simple and easy to download.

7. Expertise and requirements

The preparation of the case study requires a high level technical/professional expertise. The Individual Consultant interested in this work is required to have at the following qualifications:

§ Minimum of postgraduate degree in Communication, Knowledge management or related field.

§ He / She must have an experience of at least five years of working with and producing similar write-ups, policy briefs, and awareness/advocacy materials in areas of Environment, Natural resources, water resources, climate change or related fields.

§ Have at least 5 years of relevant experience of knowledge management in the same fields.

§ Having proven experience of at least 4 years in tracking, documenting and profiling programs/projects

§ Having proven experience in stakeholder engagement

§ Possessing a knowledge and information management system (software) for capturing and storing data and information, will be an added advantage

§ Good verbal and written communication skills in English language

§ Be able to communicate in Kirundi
